9304 Bus 20 6:40am, south bound Shaw and Blythe 6/27/11

Description

Break stop while the is one passenger waiting, not asking if they are going somewhere. This was 20 on only its 3rd run of the day. How can a driver need a break when they have not been working even a whole hour? If he was the third bus how do they have breaks and leave a passengers to wait when the cord wasn’t pulled for a stop?
